To begin, you need to completely clear the dresser top off. After cleaning it, use a tray to hold items in one spot. This will help limit the amount of clutter that can be stashed on top. Place a few of your most frequently worn pieces of jewelry, perfume, and creams on it. Use a small jewelry box next to the tray for larger amounts of jewelry. This will keep necklaces from tangling together when left in a pile.
Use plastic, mesh, or linen bins to contain smaller articles such as socks, underwear, and scarfs. Measure each drawer and buy dividers to keep larger items separated. Each individual drawer can be sectioned off into two to four areas. This is where you can place everything else. Sort articles of clothing by either style or color, and place them in the separate areas. You can also make one section for dressier pieces and the other for casual items.
